It was originally formatted in the 1990s for migrant operations (Operation Sea Signal) and was reactivated after 9/11 in Late 2001 to support detention and operations under Operation Enduring Freedom (the U.S. response to the September 11 attacks. It later merged into the broader Joint Task Force Guantanamo (JTF-GTMO).
